Methodology
All statistics come from the public dataset Open Parking and Camera Violations published by the City of New York (~148 million rows). Last refreshed: 7/30/2026.
We count only tickets whose status shows a decided hearing: “HEARING HELD-NOT GUILTY” (7,087,208), “HEARING HELD-GUILTY” (11,199,196), and “HEARING HELD-GUILTY REDUCTION” (8,689,777).
Dismissal rate = not-guilty outcomes ÷ decided hearings, per violation type (and per borough). Reduction rate = guilty-with-reduction ÷ decided hearings. Groups with fewer than 500 decided hearings are excluded to avoid small-sample noise.
Important caveats:
- These are rates among people who disputed and got a decision — they say nothing about tickets that were simply paid.
- Rates aggregate many years of hearings; enforcement and adjudication practice change over time.
- Historical rates describe groups, not individuals. Your case depends on its own facts and evidence. Nothing here is legal advice.
