Sample dispute statement

To the Hearing Officer, NYC Department of Finance:

I am writing to dispute parking summons #[TICKET NUMBER], issued on [DATE] for "FAIL TO DSPLY MUNI METER RECPT" at [LOCATION]. I respectfully request that this ticket be dismissed based on the facts below.

Statement of facts:

On [DATE] at approximately 10:05 AM, I parked at [LOCATION] and immediately paid the muni-meter, purchasing time until 11:05 AM. The printed receipt shows a paid-through time of 11:05 AM. I returned to my vehicle at 11:02 AM and found a ticket on the windshield, issued at 11:00 AM — while my paid meter time was still valid.

Grounds for dismissal:

My muni-meter receipt shows paid time covering the exact moment the ticket was issued. A ticket issued during validly paid meter time is not a violation. In addition, NYC law provides a 5-minute grace period after muni-meter time expires; even if my receipt had expired at 11:00 AM, the ticket would fall within that grace period.
